权限详见漫威电影宇宙wiki：Clearance Level，这种东西貌似没有一个明确的规定，或者说编剧是有明确设定的，只是我们只能从细节中推断不同等级的权限。

最初的版本中（几十年前），神盾局采用的是8级架构，即：

1. technician
2. administrator
3. field agent
4. regional officer
5. special officer
6. regional director
7. special director
8. executive director

这个有点像现代企业当中的各级别人员，有专门的职位名称，和权限对应。

但进入公元2000年，新的security clearance levels被采用，即10级架构

• Clearance Level 1 has the least access in S.H.I.E.L.D.（神盾局特工最低1级）
• Some clearance Level 4 agents work as field agents.（一些4级特工可以出外勤）
• Known Level 6 agents have specialized in espionage and combat.（已知6级特工均擅长间谍和格斗）
• Clearance Level 7 agents have full access to details on the Battle of New York.（7级特工可以完全了解纽约之战细节）
• Clearance Level 8 gives agents more access to information that could risk the lives of agents in lower clearance levels. Some agents work as mission controllers.（8级特工能够获知更多信息并能够牺牲低等级下属。一些特工作为任务指挥官。貌似这是神盾局特工里红发姐姐的桥段）
• Level 9 Agents have access to most of the agency's files and generally hold a high rank. They will also know of high ranking projects, secrets and missions about S.H.I.E.L.D.
• S.H.I.E.L.D. operatives in Level 10 have the most access to the world's most important files and secrets. These operatives hold the highest rank in the agency.
• Alpha Level is needed to access S.H.I.E.L.D.'s most secret and highly encrypted files.
• Omega Level was necessary to access special sensitive cases, like full access to the files of Project Rebirth, or to Camilla Reyes's hijacking of the Bus.
• Deputy Director Maria Hill mentions that the Avengers are not Level 7, but Clint Barton and Captain America had Levels 7 and 8 clearance, respectively, prior to S.H.I.E.L.D.'s implosion.
